Is it possible to export the localizable content for translation in external CAT-tool?
If yes, what are the best practices?

If by “localizable” you mean the content of your site in its default locale, then you can use site export for the static content and CMS CSV exports for any CMS content.
If you’re using ECommerce I believe you can export most everything as well, but you’d need to double-check on product variants.
