Hi there,
To purchase a non-Ecommerce Site plan, you’ll first need to disable the checkout feature in your current site settings. This is required because checkout functionality is specific to Ecommerce plans.
After disabling checkout, you can go to Site settings > Plans > Website tab to purchase your desired non-Ecommerce Site plan.

My client is trying to pay for a plan but is also facing the same issue and I also can’t find the option to toggle disable checkout and no ecommerce features are active anywhere on the site.
Same problem here. Client wants to go live asap and I’m getting a “You need to disable Ecommerce checkout first before you can downgrade this Site plan”. It’s This site has no ecommerce checkout enabled. It’s on the Basic plan. I simply need to add 2 locales. Please fix this asap. I’ve also submitted a ticket.
