Desktop Breakpoint Handles

So in several tutorials, I am shown how to test a responsive design by using the handles on the side while in desktop mode. I see the handles but I can not resize horizontally unless I switch to tablet. So is this a bug or a feature? Can someone tell me how I too can make the magic happen?

Desktop is not width constrained; whereas Tablet > Mobile Landscape → Mobile Portrait breakpoints are.

But in the videos desktop can be narrowed and I cannot do that.

Based on my observations; If the canvas area on the desktop view is greater then 992 pixels then you can. Less than no.

I am using a MacBook Pro (Retina, 15-inch, Mid 2015).
I am using chrome and the full screen.

It is still there on my mac…I can’t adjust unless I go to the tablet. Absolutely no resizing from desktop…
You can try it on my MacBook if you want sometime this week.
