Creating modular windows with unique URLs and filtering?

Hi there,

I was wondering if it was possible to create content page areas that open up as modular windows? Such as on https://dribbble.com/ - notice the modular pop-up windows, that also have a unique URL - is this possible in webflow?

Then to tag these content pages areas, so I could implement a filtering system for users to easily navigate.
