Conditional visibility is registering draft mode entries

Just noticed that an element that I have a conditional visibility set on is appearing, even though the CMS entry that it’s conditional upon is only in draft mode. This really shouldn’t be how conditional visibility works. Yes, the item may exist in the CMS, but if the end user can’t see it, it shouldn’t appear.
