Compliance file without added file naming added in front

I have a website for a hospital and I need to know how to get a compliance file on the site without having the additional file info added at the start, or how to get a “/” just before the name.
It needs to have the / then file name.
Example:
/75-2312009_BALLINGER%20MEMORIAL%20HOSPITAL%20DISTRICT_SHOPPABLE%20SERVICES.csv

Here is how the file comes up:

To be compliant the file name can’t have the additional characters right before the name. (64beacc726ea7babdf1a466d_) or needs a / just before the file name.

It’s under Public Notices, Price Transparency, List of Standard Charges – Texas Health and …

Here is my site Read-Only:

Hi Michael, two possibilities-

One is, some compliance checks will accept a redirect, so you can try putting your filename in the redirect and then redirecting it to your https://uploads-ssl... file.

If that doesn’t work, you need to do a reverse proxy solution, which I do often for clients who have special requirements like this.
