Client cannot create an account with the collaborator invitation

When I send a collaborator invitation link to a client, they aren’t able to create an account—it takes them to the editor login screen instead of the “create an account” screen.

I’ve seen this problem pop up on the forum a few times, but there’s rarely a solution. Has anyone solved this problem? I’ve tried enabling all cookies, opening the link in incognito mode, restarting, and clearing cache to no avail.

We are experiencing this same issue on one site in particular. Client receives the invite link, and it takes them to only a login screen. If they try to log in with a made up password, it says to check their inbox for a confirmation. That confirmation is the same invite link, so it creates and endless loop.
