Changes to content on mobile/tablet only?

Hi guys,
I’m adding responsiveness to my site and want to change the layout on tablet and below, but when I make edits - like moving content to a new container element - on mobile/tablet the changes effect desktop. I’m trying to take the side bar and shift it to the top as the screen scales down (as shown on the second link below). I’d be grateful for any solution to this issue. Cheers.
