Category Templates - How to Use then

I have created my Categories template hwowevr I am confused on how to use it and Categories generally.

  1. Is that single categories template supposed to serve all categories?
  2. What is the difference between a Categories Template and a normal Page that has a Collection List of projects on it that are filtered by Category
