Card with highest index is behind card with low index

Hi all

i thought i understood z-index but this has proper baffled me. for some reason the card with highest index is at the back of 2 cards with a lower index?? any ideas??

im trying to get the pic card on top which i have sorted now but trying to get the positioning is being a real nightmare. any help on this would be amazing.

here is what i have so far

as you can see looks good in the designer but soon as you look on preview it just goes everywhere

Do you have a design mock? Something that I can see to understand your desired final layout

i certainly do angle%20cards

as you can see, im having an absolute mare with the positioning for it.
