Can't figure responsive design for some elements

Hi!

I’m currently building my personal website and faced two issues:

1) I can’t get this text block to be situated lower, so it stays nicely in front of the photos

2) and my second issue is with this area:

It looks nice on my 16-inch screen, but on other screens, this layout is messed up.
For example:

In your site no overlap elements (Like your screenshot) - did you update the code?

You mean like on the last screenshot?
It might be because your display size is bigger than 15.
That area looks good on my 16’size display too, but when I’m testing this on 15,6 laptop or smaller devices — the issue arises.
