Cannot make the hidden bar visible

I would like your advice on my on-going project,
I cannot make the hidden bar visible, even though I hit it visible,
please see attached screenshot image.
I want to edit some in the bar but cannot be visible for some reason…

I’d guess this is a sidebar nav that appears with interactions. But in the designer you can force it to appear by changing the display: none layout to e.g. block.
