Can not transfer site error : invalid transfer target

This is not helpful and very frustrating that I cannot transfer this website. The client is very willing to pay for a site plan. Right now, I cannot do anything with this site until it is moved.
I’m very upset because I thought I had to close my site plan to transfer it. I paid until Sunday. Now, I do not have full access to this site anymore that I paid for.
