Can not ship order to address provided error!

I get this error although I have set up world wide shipping. Could not find a solution on any of the previous threads Help ?

Update on this, it worked on the staging site but not on the main site

Had the same issue because of wrong shipment setting - make sure you have options for all variants and amounts of orders
