Can I build this in Webflow without custom code?

I am new to webflow, but I am experienced with custom code.
I want to recreate this in webflow

My company has me learning Webflow, otherwise I wouldn’t usually be posting here.

You cannot build the drag functionality using Webflow.

For the external libraries and custom code, put them in the Page Settings > Footer Code.

For the HTML/CSS, recreate using the Webflow Designer interface, or just drag a Custom Code component and paste them directly inside.
