I wanted to know if it is possible to add a whole html webpage code and start editing the page in webflow ? Is it really that you pay 20 dollars per month and you can have only 1 editor `?

You can’t edit html files with the webflow editor, you can however add custom code to your pages.
What do you mean by this:

You are paying $20 a month for CMS and custom domain hosting, which comes with one editor account for client use. If you need more editors, contact webflow support directly to request for more accounts.

As @DharmaNode correctly indicate (thanks!), it is not possible to import existing html, but you can use html in the Embed widget: http://help.webflow.com/faq/how-to-use-the-embed-widget-to-add-custom-code-to-a-webpage, or using custom code: http://help.webflow.com/faq/how-to-add-custom-head-and-body-code-to-a-webflow-site

The Webflow CMS allows you to invite 1 additional content editor, separate from the designer login, to edit content on the published site. Thanks @samliew! Support for more than 1 content editor is coming soon
