Can a editor make a new (non-cms) page?

I was curious if it’s possible for an editor/collaborator te make a non cms page by themselves without going to the designereditor. For example to make a landingpage (based on components for example) .

Non-CMS, no. But there’s no reason you cannot use CMS pages as landing pages.
