Binded CMS Item that I couldn't find

I am working on this template with a cms. but i don’t need cms at all. although i delete all item binding with the cms i still cannot delete CMS. I have to use the CMS hosting for right now. Here are my questions.

  1. where is the binding CMS I couldn’t find.
  2. Can I switch to Basic hosting and get refund since i just purchased today?
