Beginner needs help with menu hover state

Hello! I can’t for the life of me figure out why my menu hover works properly on the Brochures page (hover to yellow) but not on the Main page. Any insight would be greatly appreciated!

croziermechanical .com - No hover state
croziermechanical .com/brochures - How it should work
Forum wouldn’t allow URLs, so put a space before the .com

The problem appears to be in this interaction. I haven’t unpacked it.
If you remove that section, hover state behaves normally.
