Animating specific parts of the image

I want the train and bike in this image to popup when hovered over and to darken the background. How to do that?

It looks like you’ve done the hard part, of separating and layering your images. Note that all of that may look out-of-position on a mobile device, test it well.

Your next step is to use Webflow’s interactions on those overlaid image parts to capture mouseover, and apply your desired animation effects. Webflow University has some great guides on the topic.
