First thing you need to check is position sticky and how to use it. You can do so here > Creating a sticky sidebar | Webflow University Take the main concept and implement in the way you want.

Second is the color changing. This can be done with pages ids. You can check more here > Section link | Webflow University

The last part will be hover effect for which you ca use Webflow interactions. See more here > Reveal on hover | Webflow University
